Position Paper on
Vehicles Exclusively running on Eligible Fuels (VEEFs)
Brussels, 16 June 2026 – The WGMM has published a position paper calling for the swift introduction of a dedicated category for Vehicles Exclusively running on Eligible Fuels (VEEFs) in the EU CO_2 emission standards for new cars and vans. It argues that VEEFs should be recognised as zero-emission vehicles and that all RED-compliant renewable fuels must be included to ensure technology neutrality and deliver on the political commitment set out in Recital 11 of Regulation (EU) 2023/851. In this context, the WGMM supports the draft report by MEP Massimiliano Salini in his capacity as rapporteur of the file in the ENVI Committee, which backs the introduction of a VEEF vehicle category as a step in the right direction..

WGMM Report Shows That There Could Be Enough Feedstock for All Transport Modes
Brussels, 13 January 2026 – A new report of the WGMM has shown that Europe’s sustainable feedstock base is sufficient to supply eligible fuels for all transport modes. This summary report outlines key findings on feedstock types, potential supply up to 2050, and the synergies between road, aviation, and maritime fuel decarbonisation.

WGMM’s Reaction to the Automotive Package
Brussels, 22 December 2025 – The Working Group on Monitoring Methodologies (WGMM) takes note of the European Commission’s new proposal within the Automotive Package to revise the CO₂ emission standards for light duty vehicles. The Commission’s new proposal is an important recognition of the importance of renewable fuels, specifically e-Fuels and biofuels, as contributors to road transport decarbonisation. Regrettably, the proposal does not go far enough in unleashing the potential of those fuels to help deliver on EU goals for reducing emissions.

Reviewing 2025 Achievements and Preparing for 2026
Brussels, 9 December 2025 – Members of the Working Group on Monitoring Methodologies (WGMM), chaired by Alain Mathuren (FuelsEurope), Paul Greening (ACEA), Stefan Kunter (ELAFLEX, CECOD), Raquel Pinho (Horse Powertrain), and Tobias Block (eFuel Alliance), came together in Brussels last week for the annual General Assembly. The meeting provided an opportunity to review an eventful and productive year and to prepare for 2026, a year that will be fundamental for Europe’s automotive sector, with the publication of the European Commission’s Automotive Package on 16 December.

WGMM Hosts its First Parliamentary Evening at the European Parliament
Brussels, 12 November 2025 – On 12 November, the Working Group on Monitoring Methodologies (WGMM) held its first Parliamentary Evening in the Members’ Salon of the European Parliament in Brussels, hosted by Stefan Köhler MEP. The event offered a unique opportunity to bring together EU policymakers, lawmakers, and industry representatives for an in-person working dinner and networking session dedicated to discussing CO₂-neutral fuels and their applicability in road transport.

Commission Yet to Deliver on CO₂-Neutral Truck Commitments – Industry Stands Ready
Brussels, 9 July 2025 – More than one year after entry into force of the CO₂ emission standards for new heavy-duty vehicles (Regulation (EU) 2024/1610), in force since 26 June, with legal effect from 1 July 2024 pursuant to Article 5, the European Commission has yet to follow up on the commitment outlined in Recital 17 to assess the role of a methodology for registering heavy-duty Vehicles Exclusively running on Eligible Fuels. The regulation clearly stated that this assessment should take place within a year of its entry into force, a deadline that has now passed.
