The Secretariat

The WGMM Secretariat is managed by von Beust & Coll. Beratungsgesellschaft. The consultancy firm provides personalised strategic, communication and business advice to companies, associations and corporations. The vBColl team advises its clients on how to position themselves within the political and economic landscape and communicate their concerns sustainably and effectively.

Alain Mathuren

Alain Mathuren holds a law degree from the Université Catholique de Louvain (UCL). He is a communication expert with more than 35 years of experience and has been the Communication Director of the European Fuel Manufacturers Association for 14 years now. He also acts as senior advisor on political strategy around energy policies in the EU, with a strong focus on the transport sector and the energy transition for mobility. He served as Chair of the WGMM Steering Group in 2024 and resumed the function for 2025.

Eric Woydte

Eric Woydte is Advisor for Climate Policy, Fuels and Hydrogen at the German Association of the Automotive Industry (VDA). He focuses on regulatory frameworks for future powertrain technologies and the role of renewable energy carriers, with a particular emphasis on vehicles designed to run on renewable fuels. Previously, he led the Mobility, Raw Materials and Family-Owned Businesses division at the German Economic Council (Wirtschaftsrat) and has a background in international relations, trade policy and business law. He was appointed Co-Chair of the WGMM Steering Group.

Stefan Kunter

Stefan Kunter studied digital signal processing at the University of Applied Sciences in Kiel where he completed his studies with a degree in engineering. This was followed by a five-year stint at a research centre focusing on the Finite & Boundary Element Method. Subsequently, he acted as managing partner of the Hamburg-based manufacturer FAFNIR GmbH where he majorly contributed to groundbreaking technical developments like vapour recovery monitoring, which is an industry standard by now. In 2008, Stefan Kunter joined the ELAFLEX HIBY group at its Hamburg headquarters, whose CEO he has been to this day. He was Chair of the “Fuelling Technologies for Cars & Retail” Subgroup in 2024, and now serves as Chair of the Technical Subgroup (SG1).

Mats Hultman

Mats Hultman is Head of OEM Partnerships (R&D, Products and Applications) at Neste. Working in the Innovation area, he is responsible for developing collaborations and partnerships with vehicle and fuels manufacturers across Neste’s portfolio, including Neste MY Renewable Diesel (HVO), PtX (hydrogen and e-fuels), and renewable chemicals and polymers. With 20 years of experience in the vehicle industry across several roles, he also leads a Well-to-Wheel initiative at Neste and supports the development and implementation of new regulatory frameworks to help reduce greenhouse gas emissions in transport. He was named Co-Chair of the Technology Subgroup in 2026, after having served in the same position in 2024.

Tobias Block

Dr. Tobias Block is an industrial engineer and Chief Strategy Officer at the eFuel alliance. He is an all-rounder when it comes to technical, economic and political challenges at the interface between renewable energies and the automotive industry. After studying energy and environmental management at the University of Flensburg he obtained his doctorate on eFuels business models at the University of St. Gallen. Following his studies, he worked for more than five years in the technical development department of AUDI AG. As the success of synthetic fuels depends more on the political framework conditions than on technical solutions, he joined the German Association of the Automotive Industry (Verband der Automobilindustrie e.V.) in the summer of 2018 and coordinated the political activities related to renewable fuels for more than two years – initially in Berlin and later from Brussels. He was Chair of the Regulatory Subgroup (SG4) in 2024 and reassumed the position for another term in 2025.

Raquel Pinho

Ms Raquel Pinho serves as Head of Ecosystem at HORSE Powertrain Solutions. With over 20 years of experience in the automotive industry, she has built a versatile career across both corporate and manufacturing environments. She brings extensive expertise in strategy, sustainability, project management, logistics, quality, and finance. She was appointed Co-Chair of the Regulatory Subgroup (SG2) in 2025.
